I use libreTorrent, and every now and again, when my torrent stalls despite having seeds, I am able to select it and "force announce." Almost every time, this revives my download, with a peer connecting in seconds, sometimes with better speed than my original download.

Is there ever a reason not to force announce? If so, what is it? And if not, why is this it not the default 'kind' of announcement (if that makes sense)?
