Trump to sign executive order banning transgender athletes from women’s sports

Does this actually do anything? My understanding is that states decide how school sports work, cities decide how city sports work, and the government has no control over privately organized sports. I guess a handful of red states will follow this, but without an actual law, this doesn't really do anything.
