Does that include high-speed rail projects?
- Per the article, it's
  —Green infra —Bike infra —EV infra —Project purpose to reduce greenhouse gas emissions
  So might well include HSR if any of the planning documents talk about reducing emissions.
  
  You would think they would not touch EV infrastructure with Elon running everything
A huge amount of highway funding is tied to "alternative mode choice" - specifically bike infrastructure. If they revoke these grants, state DOTs and municipalities are going to have to cancel a lot of road paving projects that include bike lanes.
