To be completely fair, the US DoD is absolutely full of useless contractor positions and various departments & subdepartments that do nothing.
When I was in the Army I could even say that there were offices that did virtually nothing and were overstaffed. Not as common, of course, but this is a very real phenomenon in the government.
They're doing more damage to America than any of our enemies could ever dream to do.
