The Bureau of Land Management was operating in ancient Mesopotamia? Why didn't they do something about the sesame fields?

I am not sure how or why but I bet it has something to do with really shitty copper.
The complainant was later charged with trying to extort water from the city by threatening to sabotage the sesame crop.
And later executed for letting the sesame die from lack of water and never informing the authorities so they could avoid it.
