Article did not specify how many of the (97-3 =) 94 still missing were found alive.

They're all alive as the death toll of 107 in Kerrville has not changed:
'Officials say that this number dropped due to people being found and because many who were missing originally have now been verified as safe.'

I was waiting for the “…the rest have been deemed to not meet the definition of loyal American citizen, and so are no longer considered ’missing’.”
Impressive that there are only 3 still unaccounted for though.
