In short the investment loans from China are not actually affordable to the Balkan’s so any so called infrastructure project is just to have China extract the wealth. China also largely uses Chinese Citizens for the labor and have their own police forces stationed in locations with high Chinese population (locations that just so happen to have the laborers)
