Unlikely things to be banned from a public swimming pool.

Yeah, I was once told there was a rule that no one would talk to you unless you had a water gun.

Is this not the reason why I keep getting banned from swimming?

I don’t understand how I would ever try to do this. There's no reason for banning the word "swim." You can ban any other word from swimming pools too. The issue here is that "common activity" is an umbrella term that covers everything, which is why "popular activity" is problematic. The word "common activity" is inherently vague and it can be difficult to distinguish whether something is actually prohibited or not. There's nothing wrong with being allowed to swim at any time of the day.
