Remember that the only thing that could get 50 attorneys generals to agree is not to prevent crime, but to ensure that the government maintains the exclusive right to this kind of crime.
They see a gambling addict loosing his house to a foreign bookie and get mad because they're supposed to have the monopoly on that scam.
