U.S. senator says he is not worried about China ‘using ‘concern’ to block a free speech case

I am worried about China using "concern" to block a free speech case, but also worried that China will do anything in a situation where trans people are trying to live their lives as their preferred gender.

Not sure, but I wonder if they could have blocked his speech case and his speech would have been protected because his speech wasn’t protected, or if the speech was protected because he is a U.S senator, but he wasn’t protected because the government didn’t do his job.
