It's a four-way tie for me between Persona 5, BG3, Disco Elysium and Hades/Hades II. BG3 may just snatch it because of Raphael singing his own fight song, but there's a brilliantly soundtracked fight in Hades II which I don't want to spoil since it's still in early access that's really cool too.
Hard to say. There's a ton of great music out there for OST.

Redneck Rampage
Tim Follin made the soundtrack to the game. It could be any game in his gameography.
Follin is a legend, but not just for being a brilliant composer. My favorite example is how he went HAM on Pictionary of all things and brought the frenetic energy of a fast-paced shooter to a freaking drawing/charades title. Nobody needed to get this pumped on the title screen for a game like this, but they got it anyway.

All pretty incredible. I remember being blown away as a kid on Mega Man 2 when I rented it. I still listen to Mega Man 2 original soundtrack and covers to get pumped up. Metal Man and Bubble Man are my favorite. Bit Brigade does the whole soundtrack live during a speed run and it's awesome.
Ff7 remake soundtracks may be the goat imo.
I don't understand how nobody has mentioned Skyrim yet. That soundtrack stays on my background/study/sleep/etc music rotation, especially the nighttime themes.
IMO, it's certainly memorable and every time I hear it I can recall my first play-through. It's super nice like that. But it also does a really good job of being background music. There's not a lot that hooks you, stands out, or builds into dramatic moments in ways that other soundtracks do.

There are a ton of excellent OST in video games, but if I had to pick one that stands out, I would go with Thumper's soundtrack composed by Brian Gibson.
It's a very unique soundtrack for a very unique game. It is etched in my memory for the rest of my life.

Shovel Knight for me- such intricate and multi layered composition with catchy hooks and killer drums and bass. Give it a spin if you like chip tubes!
I am a sucker for Hans Zimmer and I still believe the Call of Duty MW2 soundtrack is one of the most epic of all time, maybe it's just nostalgia, even if it's just nostalgia.

FFVII is a gaming milestone in so many ways, soundtrack included!
Personally, I'd go for Persona 3/4. I even find the Engrish very charming, lol.

Final Fantasy VI probably, but Disco Elysium also has a wonderful soundtrack that perfectly fits the vibe. Honestly narrowing it down to even just a top 5 would be hard, just one choice is impossible.
I love that FF6 has a memorable theme song for each character.
It has so many bangers overall, I know a lot of people just think of Dancing Mad when they think of FFVI but even stuff like the Veldt theme is an unexpectedly incredible jam and such an earworm.
Uematsu remains undefeated.
Mirror's Edge Catalyst (soundtrack by Solar Fields)
Among the modern games I'd go with Lunacid - very memorable soundtrack with both moody and scary soundtracks, the rare case of a game music that's good to listen outside the game.
My journey to the retro games has only started but Earthbound's OST is really great so far. It's weirdly unique too, can't remember any game with similar style, music-wise.
But if I had to pick just one, I would say that, just like the game itself, Red Dead Redemption 2's soundtrack is absolutely astounding. The soundtrack is beautiful, memorable, and powerful, and everything it needs to be. The prologue ended, the guitar started and I knew right away that I wasn't for something special that I will never forget.
