LA City Council opposes state bill allowing more housing near public transit

I'd guess also because of the decentralization of housing and transit authority throughout the state, it's not very feasible to tie together public transit expansion and upzoning of housing so upzoning near major transit stops probably also primarily effects poorer neighborhoods rather than the public transit light wealthy suburbs. Somehow public transit has to expand into the wealthier suburbs and those wealthier suburbs be upzoned too
