The US Navy has been doing this against suspected pirates for decades.
Suspected pirates meaning anyone that doesn't answer their radio near Africa.

Oh and protecting shipping lanes has always been legal in the same way, try to keep approaching a ship of the line in like 1650 and you'd get swept with deck guns then too.
There's lots of reasons to dislike the us for but sanctioned anti piracy actions aren't likely to be one especially given the surrounding countries explicit permission and statutory authority.
