The president of peace! No new wars under his watch!

- He made a vow to make peace at any highest profit, no matter how many people he feels he needs to kill to get it.
"deadly strike" is how you describe the attack of a poisonous snake, this was indiscriminate murder, it is an act of state sponsored terrorism (even if there had been drugs on the boat it wouldn't change that).
For Trump, it's all about the photo-op. He'll order troops to randomly gun down some Venezuelans, so that carefully selected (and possibly doctored) footage can be shown on Fox and the other fascist media outlets. And he'll crow about it as if something was accomplished other than mass murder.
He's obviously been trained at the school of Duterte.
