Over 150 executives from Europe’s electric car sector, including Volvo Cars and Polestar, urged the EU on Monday to uphold its 2035 zero-emission target for cars and vans. They warned any delay would stall Europe’s EV market, strengthen rivals abroad and undermine investor confidence.
Making a car takes many years. If they start designing a new car today they expect it will still be sold in 2035 with only minor tweaks. They need to make decisions today on the design based on what they think will sell in 2035. So if the rules change between now and 2035 in ways they didn't expect they will have a hard time adjusting. Right now they might make a car that takes an ICE but they will assume the ICE won't be in the later models so they won't update all the jigs, but if they are sure the ICE will sell in great quantities they need to update the jigs - this is a multi-million dollar investment and they need to know if it is worth bothering with. When governments change the rules that doesn't help them at all.
