This has always been the case. Legal loophole or not.
It's called "professional courtesy"
Yep had a step uncle who was a cop. He would open beer in the truck. I asked what happens if you get pulled over. He just pulled out his badge and show it to me.
Wasn't even in his jurisdiction. But he just knew brothers in blue will look out for one another.
That's why we say all cops. Because even cops who don't like that know it's not worth the punishment they'd face if they did something about it.
Physicians who remove physicians' medical licenses and they're notoriously hesitant to do it. But when the medical field's reputation is threatened by a physician's conduct other physicians will say "you can't be one of us after acting like that." Lawyers are the same way, it's why Giuliani can't practice law. Many forms of engineering work don't require a license, but those licenses can be lost through pretty mild professional misconduct actually.
Police officers should need a license and they should be worried about their profession's reputation when cops misbehave. I don't think our society can handle having no cops at all. But I do think that cops should be seriously afraid of how distrusted they are.
