Mexico ramps up taxes and restrictions on sugary drinks

So, tax = war. How is the war on drugs going so far? Made much money from the tax? Or, does "war" mean whatever the politician wants it to mean?
- I haven't seen the word "war" (or guerra) used by other writers or politicians regarding this tax. It seems to be a word this writer chose.
Mexico has been making crazy social gains lately... I should start learning spanish
