You can tell it's a comic because the bad cop is actually concerned for the well-being of the good cop.

Nah, the one thing cops have is cop solidarity. It's why they can get away with so much.

Nah they turn on good cops all the time. They’ve even killed a few to keep them silent.
Cops don’t care about other cops, they care about cop immunity and thus have to protect other cops from external consequences .

For those who like to read I suggest Talking to Strangers by Malcolm Gladwell. He digs into this expertly and shows is much bigger than just bad cops. Systems create behavior and the system is toxic AF. Waving a magic wand and making all cops good is not nearly enough.
