This is only a booster part of the missile, not the whole missile. It is full of fuel, until the fuel is all spent. Then the part is dropped away so that it wouldn't be unnecessary extra weight.

Yeah, so, the Pantsir system hasn't exactly proven to be particularly reliable.
It can't hit targets for shit either.
That's funny, my first thought was 'That's a really clean room for what is supposed to be a missile strike.' .
Given then state of the missile remains, I presume it also failed to arm itself and / or failed to detonate. Got to hand it to the Russians: Their failures are, if nothing else, remarkably comprehensive.
