Yes it should. I would try to go more into the details, but the short version is the world will end up in a chaotic world and society will be affected by it in all sorts of different ways, making it much more difficult for the player to really make a good decision and not relying on a quick thinking brain.

The ability to create psionic energy. This energy can be used for literally anything (but probably most useful would be to heal wounds), but you cannot create anything like psionic armor, as that is a separate thing. You can still use it to manipulate the weather though.
