Klingt nach einer guten Idee für mich, solange nicht angefangen wird, Instanzen die nicht von der großen Approved sind zu blockieren.

Das ist auch das größte Problem, dass ich sehe. Dass sich die großen Instanzen gegenseitig Whitelisten und mit niemandem sonst föderieren wäre aber auch ohne das Projekt schon möglich falls der Moderationsaufwand bezüglich Spam Instanzen zu groß wird

Soweit ich es verstanden habe ist der Plan eine Art Frühwarnsystem für Spam Instanzen zu schaffen.
