Is that top reply from Scott? And is he really saying that what is holding eugenics back for now is ethical concerns?
- Well I certainly hope ethical concerns are holding back eugenics. Possibly even among the main things doing so.
  
  I think when we say 'held back by ethical concerns' and he says 'held back by ethical concerns' it means different things.
