Yes, it's kind of weird
I wonder how private Wagner really is. According to Alexander Mercouris (yeah, I know), they are operating a a few supersonic fighter planes -- old kit by the standards of the current Russian air force, but still advanced technology beyond what most private contractors have access to. There is no way Wagner could have gotten hold of these things, or have the infrastructure to operate them properly, without the cooperation of the Russian ministry of defense.
Most likely they are operated by Russian government, in the similar way as US mercenaries are operated by US govt.
