4There are private schools. They range from religious to for-profit operations. There is a public school system that exists, though very... unevenly administrated.
3To steelman the position somewhat, they did say "Schools as we know them". Modern schooling does leave a lot to be desired, and if you listen to any passionate professional in the educational field talk about how they'd change and improve schools, it would fundamentally change things.
