I have "Maximum Active Torrents" set at 1,000 and "Maximum Active Uploads" at 5.

Sometimes Qbittorrent will allow all completed torrents to be in "Seeding" status, but other times it will only allow 5 torrents in Seeding status and the rest show of them show "Queued."

Why is this happening and how can I stop it from limiting the number of Seeding torrents?
