That waterfront property is the bikeway. That's the problem: that they asked to, and the government let them, turn our most important bikeway into a square where people are likely to hang out. The equivalent of taking Coronation Drive and "activating" it by putting public markets on in it.
Unless you mean somewhere else, in which case I'm not sure.
Or say, the equivalent of taking a dedicated bike path along the front of the river near the old Howard Smith wharves, and turning them in to a shared space, where cars, bikes and pedestrians all mingle around children and drunk folk
