Torrent client that can move files after reaching ratio or seed time limit

I've been using qbittorrent for many years, but I'm changing my setup to a NAS with an SSD + spinning disk setup. I want torrents to be downloaded to the SSD and stay there while they seed. When they hit a ratio target or a seed time target, I want them to be marked complete and moved to the spinning disks.
Qbittorrent seems to only be capable of handing moving files after a download, and not after seed completion.
Deluge supports moving after hitting a ratio, but seemingly not a time limit.
I'm looking at Transmission, which seems to almost support this by letting you run a script when seeding is complete, but the seed time limit is defined by idle time when seeding and not total time seeded, which is what I'm looking for.
Is this use case supported by Transmission, and I'm not understanding it properly, or are there any other clients that do support this? Or is there any way of doing this in Deluge and Qbittorrent that I'm unaware of?
