How is this even a question? Leon is hand picked by the president for a solo extraction mission to rescue his wingnut daughter.
- Let's be real. The president was just trying to find a good man for that loony chick.
- I mean… Joel is hand picked for a solo extraction mission to bring the last hope for humanity across the country.
  
  RE4 Leon is an operative trained to the highest level possible by the US government. Talented enough that he killed his own mentor after he became a superhuman.
  Joel is a smuggler. Probably a very good one, like Han Solo, but still. He was picked as much out of desperation as he was for his reputation.
  
  Joel was only picked because no one else who could do it showed up that afternoon and the resistance was completely out of options.
  
  There ain’t a lot of people to choose from at that point in history.
