Was this ever enforced? Iirc this was first done under PNoy(?) days right?

I don't remember it ever becoming a law

- It never became a law, as it remained a bill after getting stuck on the First Reading way back in 2013

This never became a law. There were deliberations on the chambers that became viral (simply because of the absurd premise), but that's about it.
