As Lower Decks showed, Harry never really cared about advancement while in the Delta Quadrant.
The only Harry Kim that did care, became a threat to all of reality.
Which is likely why Janeway nixed the timeline where Harry made Captain.

I've come to realize Harry Kim is starfleet's control Ensign. They can't let anything happen to him or the timeline breaks
