TIL: If I'm in a driver I need to stop for pedestrians at crossovers, even if the lights aren’t flashing.

Section 91 states that a pedestrian ‘shall not proceed onto a roadway … into the path of any vehicle that is so close that it is impracticable for the driver of the vehicle to yield the right of way’

Yes. The flashing lights are an ADDITIONAL safety feature. There to help the driver clue in that the crosswalk they're approaching needs their special attention. All crosswalks deserve special attention. Flashing lights are there to push the point home.

Depends on where you are. You try that in NYC and you’ll get run over or at least yelled at.
