No written fire plans? What the hell? Isn’t that like the most basic thing? Accounting for fire and having a process for dealing with that emergency? What was the plan, leave them in their cells? In any case those three items in the headline were only the tip of the iceberg. Sounds like this jail was due for this exposure.
