1The way I think of it across the fediverse as a whole:
Upvote/Favorite = I like this and I want OP to know
Boost = Other people need to see this
So like low effort memes and off-topic jokes that make me laugh will get an upvote. A thoughtful take, useful information, or something really funny will get both.
1That's the gist for most ppl I think, but my guess is the logic was thrown off initially when only boosts counted towards reputation
