They really went out of their way to make this look more like a passport photo... why is he in a full suit and tie and not in a jumpsuit? Where is his placard with his name and info? Are they really allowing someone arrested to have a sharp object on hand (his pin)? I really hate the double standards.
If you're getting bailed out right away, there's no point in booking you into general population and providing you with clothes. There's no double standard here; they are just getting processed and released.
The majority of the mug shots (that you'll never see, because most places don't even care enough to release them) don't have the arrested in a jumpsuit or with placard. Modern day suspect lineups use those mugshots to generate 'look-alikes' so that the lineup isn't one black guy and four white guys and thus completely ridiculous in terms of a victim identifying the actor in a crime. The mugshots need to be of them in civilian attire for the same reason that you wouldn't put one guy in the lineup in handcuffs.

Another commenter mentioned that as he was just being processed and released it wouldn't make sense to provide clothing for him. That being said, some counties take the mugshot before issuing the jumpsuit.
