I think any potential consequences this story making the news could possibly incite have already been set in motion from what's already been in the news the past few months. These are the hallmarks of either anti-personel smart bombs or drones. The small bombs can penetrate a vehicle and blow up in a small radious. The concusive force and/or shrapnel/blades is what kills.
