CD Projekt has explained why Phantom Liberty will be Cyberpunk 2077’s only expansion | VGC
It was “a technological decision” due to the company’s switch to Unreal Engine development…
So the next cyberpunk game is going to be made in a brand new US-based studio, and the team will be working on a brand new (to them) engine.
To me this sounds like either that we won't see cyberpunk 2 at least until year 2033, or it's going to be an even bigger mess at launch. I'm hoping they take their time with it, for a change.

They are trying to argue that this is an expansion, not DLC:
Phantom Liberty is an expansion, not a DLC. You can find the list of free DLCs here: https://www.cyberpunk.net/en/dlc (they were included in patches).
Absolute bullshit. Expansions are DLC.
Oh that means the Expansion will come in a physical CD to install and no Downloadable Content at all. So nice of CDProjekt of bringing back the old times, were games were complete or mostly, and you didn't need to download a day one patch or much anything , except some small stuff here and there.

They said this after all the issues with the launch as a way to say sorry.
Their justification is that they aren't calling it "DLC" but an "expansion" which is just their weasel word to go back on their promise.
This is an expansion, dlc is small add-ons. Same as the Witcher. They added loads of stuff for free, but then the two big expansion's were paid for.
I actually don't, or if I do wasn't that just for small post launch additions and not fully fledged expansions? Same way you got those alternate costumes in witcher 3 for free but still had to buy hearts of stone,for example.
The hubris of this game's development is the most interesting thing about it.
