They will try. Seems counterproductive to fine a homeless person, but I suppose cruelty is the point.
8If they can't pay the fine, then they enter the prison system. So, yeah, cruelty is in fact the point.
2And who pays for the for profit prison system? TAX PAYERS. Those who run the private prisons take government money that could be invested in rehabilitation and housing homeless people. Instead they turn into profits for the already wealthy.
Lose your job, fail to pay rent, and end up in prison! The rich profit at every step.
