The Prime Directive wasn't mentioned until the 21st episode of the series. Starfleet probably passed that law after reading Kirk's reports.

It's a form of survivorship bias and availability heuristic. All the times a ship goes to a planet and doesn't do anything because of the Prime Directive would make for a terrible episode. We don't get to see every day the Enterprise is just cruising around doing mundane shit.
