iPhone users are out of luck afaik but you can try your mileage with android if you have it.

It's made in RPG maker so it runs its own instance of RPG maker. Someone else posted a guide above.
It's only intended to be played on PC but the guides are from other users who have done their best to come up with workarounds for various platforms.

Pokemon Infinite Fusion is in fact made in RPG maker and is imo the best Pokemon game out there.
I'd have to see the mapeditor and confirm it's any good to care. We've had pretty capable (gen 3) map editing tools for years already. Considering what existing romhacking tools are already out there, I'm pretty skeptical that this will provide anything of value.

If it isn't a playable character option, it isn't playable. RAW. It isn't an option. It isn't playable.

If it makes a character into a non playable character option, what rule is suddenly making that character playable? Nothing explicitly states that you can play as a character that is not a playable character option. You have a set list of RAW character options.
