I'd start off with a couple intro decks. They are balanced to play against each other. Then as you guys get not comfortable you can buy boosters or you can go online and pick up specific cards.

I don't understand his thinking. The US and other major countries fire off missiles just to shoot them down as target practice all the time. Not to mention that attacking a UN country would be suicide.
