First they would try to block it on the ISP DNS servers. But this is easily circumvented if you know how.
My guess is he is just throwing out stupid ideas without knowing how to get them implemented.

They still have to comply within the 90 day period. If they can’t comply in that timeframe a warning or a fine could be issued.

I just catched myself looking at reddit again.
To remind myself not to use reddit in the next few days (or never again if I succeed) I added it to my uBlock filter list. Additionally I deleted all reddit apps from my phone.
What's your strategy on how to avoid reddit?
