I’ve never seen chairs with a panel hanging underneath with the number. Usually it’s up on the hanger arm. This must be a non-skiing chairlift, as ski tails would potentially hit the number board.
3You're absolutely right. In Arizona where we host our state fair they have a "sky ride" which is just a lift.
