Ban cars. They're the largest source of violence in society, whether it's overt murder, planned killing allowances, pollution, planetary destruction, etc. It's insane that they allow this to continue.

So if he's not responsible for his actions, who is? Who was he living with? Who was in charge, gave him a car, etc? I hate the idea that we find someone not mentally competent and we just drop it. If he's not responsible, someone else needs to be
