I would say so, my understanding is that lasagna is just a dish made from layering wide flat noodles, sauce, and other fillings.
My mom makes a white lasagna with ground chicken, spinach, Alfredo sauce, and cheese. It's amazing! I prefer it to a traditional lasagna, but I'm biased since I'm not a huge fan of tomatoes.

Personally I don't think tuna and tomato / ricotta would pair well but it's not repulsive.
Ricotta/tomato is not a necessity for a lasagne (in fact for a real lasagna bolognese you would need bechamel and meat ragu, but that is besides the point). Have you never had salmon lasagne with spinach?

It really depends on the tuna used, imo. You use shitty canned stuff, expect a shitty result. Use decent canned stuff, get decent result. You get the idea.
Me? I'm not a fan of tuna mixed in with pastas. Doubly so if there's cheese. It's edible, but not enjoyable.
Considering the popularity of the tuna casserole, a tuna lasagna could be good if that’s your taste. It doesn’t sound appealing to me personally, but don’t let that discourage you.
