Some sheriffs and local officials used the grants to pay for officer salaries, law enforcement vehicles and related expenses. But millions of dollars were spent on office renovations, technology upgrades and other purchases that appear only tenuously related to border security.
And some of the grants went to counties located hundreds of miles from the border.
