France (フランス, Furansu) is an overly-romantic, carefree man. In the series, he is shown to have a long-held rivalry with England. He makes sexual passes at many characters. France explains away his long history of military defeats as a joke from God, but he believes he is gifted with his "charms" and his supreme cooking skills.

Yeah, I'd stay far away from this one. It has every power of WW2 personified as an anime boy. If I had the word hate... you know the rest. Nazi Germany and Imperial Japan shouldn't be turned into anime boys.

While not about France, the prominent example that comes to mind is Star Wars personifying the United States as the Empire.
I thought it was supposed to portray the Soviet Union as the empire?
Return of the Jedi with the Ewoks fighting the Empire is a direct reference to the Vietnam war.
Although the easier to see reference for the Empire is Nazi Germany.
