Do it. Declare that the citizens of these states will no longer be required to send tax money to the federal government. If the Supreme Court says it's unconstitutional, ignore them. The federal gov loses a lot of its enforcement mechanisms if states don't help out in some way. Even combined, the regular military, the National Guard, and ICE don't have enough personnel to occupy California. They don't even have enough for Minnesota. They might have enough for Vermont.
They might have to increase their own taxes to pay for things, but it's probably less than the federal government takes. You can win over a lot of Republican voters in the rural areas with lower taxes.
The blue states are mostly sending more to the feds than they get back.
They're not going to replace, say, Medicare without raising taxes, and they need some kind of self-defense force, too. In the end, they can probably pay less for better services, but they can't replace everything the federal gov does without some kind of tax increase.
