TBH China's population is likely less than the official figure, but they could easily accommodate more. There are tons of empty apartment buildings everywhere, and most of the country is still empty. In absolute numbers, yes, the US spend more — but a percentage of GDP or per capita spending are a much better representation of a country's dedication to the alliance.
