When law enforcement officers question a young person in custody, it is called custodial interrogation. In many states, lawyers are not guaranteed for every child during police interrogation, and most states allow children to waive their right to legal counsel—even if they are unclear about what that means.
In Delaware, Illinois, Oregon and Utah, law enforcement cannot use deceptive tactics such as making false claims about evidence or promising leniency when questioning a minor. Nevada is among the states to have enacted other safeguards, such as requiring police officers to read a simplified version of Miranda rights to young people during interrogations. Utah passed a similar bill earlier this year. Some states, including California, Illinois, Maryland and Washington, have adopted legislation to mandate that youth speak to a defense attorney before waiving their Miranda rights.
Also during the 2023 legislative session, three states—Colorado, Indiana and Nevada—enacted laws making a young person’s statement inadmissible if deceptive tactics are used during questioning.
The department has killed more than 400 cases of alleged misconduct this year that an oversight board had investigated and substantiated. It’s part of a lax attitude toward discipline under the current police commissioner, Edward Caban, critics say.

Louisville Metro Police Department says Javar Downs, who works for the Traffic Unit, was taken into custody on Friday.
They said a person was arrested on Wednesday and the next day, filed a complaint with police saying around $4,000 of their $10,000 had been taken.
LMPD's Public Integrity Unit opened an investigation and, early Friday morning, arrested Downs and charged him with theft by unlawfully taking over $1,000 and official misconduct.
The department said Interim Chief Paul Humphrey placed Downs on emergency suspension, limited his police powers and has begun the process of firing him.
According to police, officers were investigating Ridder on an unrelated matter when they found evidence of child pornography on a device belonging to Ridder.
His home and other devices were also searched.
When Sheriff Gerald Sticker was made aware of the allegations, he said he placed Ridder on administrative leave and made him surrender his department uniforms, gear, and car.
The sheriff’s office confirmed that Lujan deployed a Taser once Thompson had entered the interstate. According to the lawsuit, Lujan was standing on the shoulder of the highway when he deployed the Taser.
Body camera footage shows Thompson becoming incapacitated after being stunned and collapsing on the ground. Lujan notices the oncoming traffic and utters some profanity before moving to the side of the highway, according to the lawsuit.
“Deputy Lujan did not attempt to move Mr. Thompson to a place of safety so that
he would not be run over,” said the attorneys in the lawsuit.

BAKERSFIELD, Calif. (KGET) — Kern County Sheriff’s deputies accused of using a cat as target practice have been disciplined and they’re back at work.
The incident happened at the Hart Park training facility back in March.
A woman walking in the park said she saw the deputies shoot a cat and kill it.
This case is completed. The allegations were sustained. The officers involved were appropriately disciplined. I met with animal rights groups; they’re content with what we’re doing,” Youngblood said on 17 News at Sunrise. “They’re back to work, but they’ve been disciplined and that’s about all I can tell you without violating the peace officer bill of rights.”
“I’m not proud of the fact the officer did what he did, but I’m also not going to hide it,” the Jonesboro police chief said in explaining his decision to release the bodycam video.

Each time the name of a new victim of police violence enters the public lexicon—Michael Brown, Sandra Bland, Eric Garner, Philando Castile, Breonna Taylor, George Floyd, and now Sonya Massey—there are questions about the officer’s response. How could that officer have mistaken a cellphone for a weapon? Why did that officer shoot someone who was running away? Did that officer really have to shoot so many times? One answer to all these questions is that officers are trained to see the world as threatening and to respond accordingly.
