Why is one of his arms coming out of the fishing pole? Or is that some odd detail on the pole?

Probably. Never seen one that looks like that, though. Usually they're drawn in bumps all up the pole, not just at the bottom.

if he has the arm lowered and just uses his forearm to hold the fishing pole, the upper arm isnt visible

What's this thing? It's not a background detail. My best guess is it's supposed to be a reel or part of the fishing line, but it looks very strange.
